Led by Tanya Castaneda, our crisis communications work is distinguished by both advanced monitoring tools and media expertise. Tanya spent over a decade as a senior reporter at leading U.S. newspapers, where she learned the secrets of how stories take shape – and how reputations are won or lost in the headlines. That insight now guides our strategic approach. PRM also uses a proprietary monitoring system that goes beyond standard tools to track not only TV and radio, but also emerging social media platforms, where narratives often spread before they hit mainstream news. This gives our clients real-time intelligence and a head start, so they can shape the conversation instead of reacting to it.

Deep Expertise in Development Entitlements

Steve Castaneda brings together two specialties that are rarely found in the same person: political acumen and technical planning expertise. While most land use consultants only understand how to work with elected or appointed political leaders – or only understand the planning process – Steve does both. He has successfully built coalitions that include organized labor and community leaders. With a background that includes planning commission and city council service, work on general plans, zoning, and code reform, and leadership in public water governance, he helps shepherd complex projects with unmatched credibility and effectiveness.

Both Tanya and Steve lead outreach strategies rooted in authenticity and impact. Steve has led large-scale programs for utilities across California, managing multilingual teams and delivering results in enrollment, education, and engagement. He also designs structured outreach for land use proposals, including charrettes, workshops, and stakeholder roundtables. Tanya’s outreach spans environmental justice, public safety, and regulatory education, including campaigns on gun violence prevention, air pollution reduction, and women’s rights awareness.
